PROBLEM TO BE SOLVED: To provide a device for enclosing articles suitable for a gift or an ornament into an expanded rubber balloon. SOLUTION: The device has a double structure composed of an inner tube and an outer tube and the extremity of the inner tube has a rough file surface. An article is put into the inner tube, its rough surface is strongly pressed against the surface of an expanded balloon for breaking the balloon and the article is sent into the balloon by a pressing pole and the broken part is sealed.
