PROBLEM TO BE SOLVED: To conceal the relation between information transmitter information and transmission information, to guarantee the propriety of an information transmitter and to gather electronic information. SOLUTION: An information transmission client 11 makes only an information gathering server 12 able to refer to the transmission information by ciphering the transmission information with the public key of the information gathering server 12 and makes only a verification station server 13 able to refer to and confirm the information transmitter information by signing the unidirectional function result of the transmission information with the secret key of the information transmitter corresponding to a certificate containing the information transmitter information and ciphering a signed result with the public key of the verification station server 13. Thus, the reference of the information transmitter information in the information gathering server 12 and the reference of the transmission information in the verification station server 13 are made impossible and the relation between the information transmitter information and the transmission information is concealed.
