PROBLEM TO BE SOLVED: To provide a transmitter and a receiver which hierarchically transmit a first data with a signal spatial diagram and a second and succeeding data groups with phasor transition. SOLUTION: The first data group is subjected to serial/parallel conversion 1001, the second and succeeding data which are stored in respective buffer memories 1004 by a table 1003 for controlling the second and succeeding data transmission are read and inputted to mapping 1002 together with a signal obtained by applying parallel conversion to the first data group. The mapping 1002 encodes 1005 and 1006 the signals of a common-mode axis and an orthogonal axis respectively and orthogonally multiplexes the signals in orthogonal modulation.
