PROBLEM TO BE SOLVED: To provide a secondarily processable panel material using an oriented strand board as a base material and having a smooth surface, and a method for manufacturing the same. SOLUTION: Wood flour of 50 pts.wt. of a cellulose material, 50 pts.wt. of polypropylene(PP) of a thermoplastic material, and 2 pts.wt. of maleic acid modified polypropylene of a compatibilizing agent, are charged in a stirring blade mixer to be stirred to prepare a gel-like woody resin composition. Wood flour and polypropylene are uniformly melted and mixed. This gel-like woody resin composition is placed on the single surface of the oriented strand board with a thickness of 9 mm and cold-pressed by a press plate having a smooth pressing surface to manufacture the panel material with a thickness of 10 mm. The surface layer 12 with a thickness of 1 mm comprising the woody resin composition is laminated on the surface of the base material 11 comprising the oriented strand board with a thickness of 9 mm.
