PROBLEM TO BE SOLVED: To always continue a proper water supply control, even if an abnormality is generated in one system of a speed detecting device and a control circuit constituted redundantly. SOLUTION: An abnormality detection switching circuit 80 is provided between this device and a control signal selection circuit 50 for selecting and outputting a signal of either one of control circuits 40 (40a, 40b) constituted doubly and redundantly by inputting outputs of the control circuits 40 (40a, 40b). The abnormality detection switching circuit 80 is composed of switching devices 81 and 82 and a non-illustrated abnormality diagnosis device. When the abnormality diagnosis device diagnoses an abnormality in the control circuits 40, for instance, the switching device 81 is operated and signals of the control circuit 40b are inputted in each of two input terminals of the control signal selection circuit 50.
