PROBLEM TO BE SOLVED: To enhance the reliability of a discharge circuit whose gap cannot be narrowed. SOLUTION: When a surge current by lightning is applied to an antenna set 18, etc., grounded voltage on a secondary side becomes higher on the whole. Discharge begins first in a second discharge gap g2 having a clearance smaller than a first gap g1 being caused by an inducing capacitor CG. Following this, discharge by the discharging gap G1 having a larger clearance occurs, and the surge current which flows into a set 19 decreases.
