PROBLEM TO BE SOLVED: To reliably monitor the copy of copy-forbidden pictures to psychologically prevent the forgery by disabling the copy without inputting copied pictures and manuscript information and inputting a user name and a password. SOLUTION: A picture data analyzer 103 and a letter string/picture comparison judging part 104 analyze manuscript picture data to analyze the existence of a letter string/picture agreeing with a plurality of arbitrarily predetermined letter strings/pictures. A user name and a password are inputted.
