PROBLEM TO BE SOLVED: To provide a belt-fixing device which properly carries out fixing according to various conditions, and to provide an image-forming device having the belt fixing-device. SOLUTION: The fixing device 1 has a heat roller 3 and a fixing roller 4, around which a fixing-endless belt 2 for carrying a sheet medium is wound, a pressure roller 5 which is disposed oppositely to the fixing roller 4 via the fixing belt 2, heaters 6 and 7 which are respectively disposed in the belt roller 3 and the pressure roller 5, and a temperature detection means 8 which is disposed opposite to the heat roller 3. According to a toner type and to the toner image resolution, the fixing device 1 is varied in a setting temperature for fixing and speed, at which the sheet medium is carried by the fixing belt, and the image-forming device has the fixing device 1.
