PROBLEM TO BE SOLVED: To set a controlled variable, corresponding to a change of internal resistance due to a temperature fluctuation of an electromagnetic brake, without needing the large number of adaptive processes, in a variable valve timing device to change the rotation phase of a cam shaft to a crank shaft through friction braking of an electromagnetic brake. SOLUTION: A controlled variable of an electromagnetic solenoid of which an electromagnetic brake consists is corrected for setting by a correction amount calculated based on internal resistance of the electromagnetic solenoid, having a fundamental controlled variable (a fundamental duty value) set corresponding to a given temperature condition being detected, and internal resistance corresponding to the given temperature condition.
