PURPOSE:To know concrete contents of a broadcasting program to some extent without payment of the prescribed fee by transmitting the specially scrambled signal and a non-scrambled one as a broadcasting signal alternately and by making the reception possible irrespective of payment of a fee when the non-scrambled signal is transmitted. CONSTITUTION:When the audience sets a fee storage card 37A corresponding to a program sponsor A to a card reading part 38, a key code for restoring the scrambled signal is inputted to a key signal generator circuit 36. When the audience sets a receiving circuit 32 to a channel of a program sponsor B, a picture remains disturbed because descramble does not work properly in a part which is scrambled by a reception demodulation signal 33. However, since non-scrambled part is received as it is, the audience can watch a normal picture, which causes the audience to want to see the program of the sponsor B with payment of a fee. |
