PROBLEM TO BE SOLVED: To provide a method and a device for manufacturing a plasma display panel having the high light emitting efficiency by forming an excellent protecting layer and an excellent phosphor layer. SOLUTION: In a process for manufacturing a plasma display panel, a protecting layer (MgO) forming process S4, a phosphor layer burning process S'7, a sealing process P1, and a discharge and baking process P2 are performed by using a dry gas atmosphere device 100 in the dry gas atmosphere at 10 mPa or less of the steam partial pressure.
