PROBLEM TO BE SOLVED: To provide a thermoplastic elastomer composition which is prevented from the surface migration of an oligomer component, a process oil, a stabilizer, etc., even when stored in the state of a powder or pellets for a long time or at a high temperature and hence does not lose is powder fluidity. SOLUTION: This thermoplastic elastomer composition is produced by a process comprising feeding a blend 1 prepared by compounding at least a crystalline polypropylene resin, an elastomer component, and a crystal nucleating agent from a feed hopper 2 into a twin-screw extruder 3 to melt knead the blend therein; causing the blend in the molten state to pass through a bath 5 filled with warm water 4 at 20 deg.C or higher but not higher than the crystallization temperature of the polypropylene resin to solidify the blend and to cause the crystals of polypropylene resin to grow; and pelletizing the resultant solidified strands 6 by cutting them with a pelletizer 7.
