PROBLEM TO BE SOLVED: To accurately perform region dividing by determining which region dividing information is employed according to the accuracy of the value of a motion vector, when performing region dividing based on color and textural information and the motion vector. SOLUTION: This device has a region dividing section 102, which performs region dividing by determining the contour of an object based on the color or texture of the object, a region-dividing section 103 which performs region dividing by the motion information based on the motion of the object, and an integral section 104 which integrates these two region dividing information. The integral section 104 calculates a motion vector by forward prediction and rearward prediction, and which region information should be employed is determined, according to the continuity of the calculated motion vector. |
