PROBLEM TO BE SOLVED: To realize prevention of deterioration in reception quality and prevention of interference to other stations, by conducting transmission power control with high accuracy, even when the information quantity of a packet, sent the first time, changes from information quantity of a retransmitted packet. SOLUTION: A received quality measurement circuit 205 measures reception quality of a retransmitted packet. A TPC command generating circuit 210 sets the object value of the received quality which depends on the information quantity of the repeated packet; and a reception quality measurement circuit 205 compares the measured reception quality with a set object value, and decreases the transmission power, when the measured reception quality is larger than the object reception quality or to increase the transmission power, when the measured reception quality is smaller than the object reception quality as its control.
