PROBLEM TO BE SOLVED: To suppress deteriorations in the transmission quality and transmission efficiency of a down common channel low even if a propagation path state changes fast by controlling the transmission format of the down common channel at time intervals shorter than data format unit length. SOLUTION: A propagation path prediction part 105 predicts changes of the propagation path state according to TCP generated and transmitted by a communication terminal device 200-K. A transmission format control part 108 performs control for switching modulation systems at time intervals shorter than one-frame length according to the predicted changes of the propagation path state and informs the communication terminal device 200-K of the switching pattern of the modulation systems by using TFCI.
