PROBLEM TO BE SOLVED: To provide a chromium-free metallic surface treating agent imparting excellent corrosion resistance, a coating adhesion and fingerprint resistance to a metallic material or the like. SOLUTION: This metallic surface treating agent contains a polymer of the following general formula (I) or (II) and a compound of metals selected from V, Zr, Ti, Mo, W, Mn and Ce: the formula (I) [R1 to R6 are H or alkyl; V1 and V2 are H, alkoxymethyl or a phosphorus-containing group; V3 is H or a phosphorus-containing group; and X is a group formed in such a manner that, in a compound having an ethylenic double bond, the double bond of the compound is opened], and the formula (II) [W1 to W3 are H, alkoxymethyl, a phosphorus-containing group or the like; W4 is H or a phosphorus-containing group; at least one among W1 to W4 is a phosphorus-containing group; and Y is a group formed in such a manner that, from an aromatic compound capable of additionally condensed with formaldehyde, a hydrogen atom bonded to a carbon atom composing the aromatic ring is lost are used.
