PROBLEM TO BE SOLVED: To provide structural simplification and improvement of operational property for a ratchet type lever mechanism. SOLUTION: A ratchet gear 12 is rotatably arranged and held around a supporting axis 34 of a base bracket 30, and is interlockably connected to a breaking axis 24 through intervention of a multiplying gear means 40 which is structured as a combination of a first gear serving concurrently as the ratchet gear and a second gear 42 engagingly attached to the breaking axis of a breaking unit 22 in an integral part. And, a lever plate 46 and a lever bracket 48 combined with a driving lever 14 are rotatably arranged and supported respectively around the supporting axis 34, a bifurcated shape of ratchet pawl body 16 provided in one piece with a pair of ratchet pawls 18u for up and 18d for down, is pivotally attached to an extended section 46a of the lever plate, and is interlockably connected to the lever bracket 48 through intervention of a connecting means 56. Then, under biased force given integratedly from a single return spring 62, the lever plate 46 and the lever bracket 48 are respectively shifted and held at a neutral position with respect to the base bracket 30.
