PROBLEM TO BE SOLVED: To surely supply a soil improving material in a stable state and to surely prevent the compaction of the soil improving material in a storage tank by changing the agitating conditions in the storage tank according to the supply rate of the soil improving material. SOLUTION: The data relating to the amount of the improved soil to be formed is fetched from a conveyor scale 81 into an arithmetic circuit 100 for the necessary supply rate of a solidifying material and the number of revolutions of a motor 52 for rotationally driving a rotor 50 disposed at a feeder 34 to a solidifying material hopper 30 is controlled to supply the solidifying material of the amount meeting the supply rate of earth and soil. The supply rate of the solidifying material is detected by a detector 101 for the number of revolutions of the motor 52 and the necessary number of revolutions of a motor 38c for rotationally driving agitating vanes 38a is computed by an arithmetic circuit 103 for the necessary number of revolutions of the agitating vanes. A control signal is then inputted to a motor controller circuit 104 for controlling the driving of the motor 38c and the number of revolutions of the motor 38c is so regulated as to meet the supply rate of the solidifying material, by which the occurrence of the deficiency of the supply rate of the solidifying material from the feeder 34 and the compaction by tightening of the solidifying material by the excessive agitating are prevented.
