PROBLEM TO BE SOLVED: To provide a penetrating facility for road capable of securing a penetrating function having excellent workability regardless of longitudinal gradient and its construction method. SOLUTION: Underground at the side end of a road surface having a longitudinal gradient, a penetrating side gutter 13 is continuously arranged along the longitudinal gradient, a penetrating basin 15 is interposed at its middle portion in this penetrating facility, a weir 16 is provided at the boundary portion between at the penetrating side gutter 13 located at the upstream side in the flowing direction and the penetrating basin 15 located at the downstream side, and further a filled layer 14 such as crushed stones around the penetrating side gutter 13 is separated from a filling layer 22 around the penetrating basin 15.
