<p>PROBLEM TO BE SOLVED: To prevent occurrence of discarded frames even when a terminal not supporting congestion control is connected to the hybrid multiplexer. SOLUTION: A buffer monitor section 312 in the hybrid multiplexer 3 monitors a reception buffer 311 corresponding one to one to a frame relay FR terminal 1 and a transmission buffer 331 to calculate the activity ratio of them. The section 312 regards it as a congestion state when the activity ratio reaches a clock revision point or over and informs a clock operation section 313 of it. The clock operation section 313 gives an instruction to a clock generating section 314 to decrease a speed of a clock supplied to a corresponding FR terminal 1 when the reception buffer 311 reaches the congestion state or to decrease a speed of a clock supplied to an FR terminal 1 with the lowest priority when the transmission buffer 331 reaches the congestion state. Furthermore, a path setting monitor section 321 does not accept a voice path connection request from a voice terminal 2 in the congestion state.</p> |
