PROBLEM TO BE SOLVED: To prevent the rubbing unevenness by loosening of belt-like members formed by interweaving hair materials to a roller body with a brush roller formed by spirally winding the belt-like members. SOLUTION: Projecting parts 182 are formed on the outer peripheral surface of the roller body 180. The belt-like members 166 formed by interweaving the hair materials 170 to a woven fabric 168 are spirally wound to the roller body, by which the projecting parts are bitten into the woven fabric on the outer peripheral surface of the roller body. The brush roller constituted in the manner described above prevents the occurrence of tightening and loosening of winding in the belt-like members as the projecting parts block the movement of the belt-like members even if tensile force acts on the belt-like members as a result of brushing of a photopolymer plate.
