PROBLEM TO BE SOLVED: To provide a tunnel lining device and a tunnel lining method capable of efficiently placing lining concrete and improving the quality of the lining concrete. SOLUTION: This tunnel lining device is provided with an arch center 10a arranged to form a gap 3 between it and the inner wall face of a tunnel 2 and having a plurality of openings and a force feed pipe 13 force-feeding the lining concrete to be placed in the gap 3 to a placing position. The tip of the force feed pipe 13 is branched into a plurality of branch pipes (second branch pipes) 15 so that the lining concrete can be concurrently placed from at least the openings at a plurality of places.
