PROBLEM TO BE SOLVED: To easily and surely fit a couple of holding cases to a flow pipe and easily take the couple of the cases out of the flow pipe. SOLUTION: A liquid-treating device has the couple of holding cases 1 and 2 for holding the flow pipe 3 through which a liquid flows. One end of the couple of holding cases 1 and 2 is connected in such a manner that the other end is freely opened and closed, and magnets 27 and 29 are each accommodated in each of the couple of holding cases 1 and 2 in such a manner that the magnets each have a magnetic pole contrary to each other. In such liquid- treating device, springs 23 and 24 for energizing the other end side of the couple of holding cases 1 and 2 in the blockage direction are provided so that the flow pipe 3 is elastically sandwiched with the couple of holding cases 1 and 2 and the couple of holding cases can be fitted to the flow pipe 3.
