PROBLEM TO BE SOLVED: To manufacture a soft package with uniform tension in a rewinder. SOLUTION: An oil tank 4 and an oil application roller 5 are disposed between feed rollers 3a, 3b for unwinding a thread T from a thread feeding bobbin S and a supply stand 2, whereby even if the thread T is elongated or shrunk due to resistance of the oil application roller 5, the thread can be fed with constant tension from the feed rollers 3a, 3b. A tension control member 11 is disposed between a guide rod 7 and a winding tube 10, thereby controlling the tension of the thread T wound round the winding tube 10 by a traverser 8 to be uniform.
