PROBLEM TO BE SOLVED: To provide a recording medium capable of high density signal recording, a recording device for recording a signal on the recording medium and a reproducing device for reproducing the signal from the recording medium. SOLUTION: The recording medium 30 has a cross-sectional structure formed by sticking a first disk 10 and a second disk 20 using a UV curing resin 3. The first disk 10 is manufactured by forming a first signal recording layer 2 on a principal surface of a light-transmissive substrate 1 and the second disk 20 is manufactured by forming a second signal recording layer 5 on a principal surface of a light-transmissive substrate 4. The first signal recording layer 2 and the second signal recording layer 5 are inwardly stuck to each other. Recording data are recorded into the first signal recording layer 2 and recorded signals are reproduced from the first signal recording layer 2. Only fine clock marks which are standards for forming clocks are formed on the second signal recording layer 5. Clocks based on the fine clock marks reproduced from the second signal recording layer 5 are formed and signals are recorded on the first signal recording layer 2 and the signals are reproduced from the first signal recording layer 2 using the formed clocks.
