PROBLEM TO BE SOLVED: To suppress an increase in computation quantity, and a deterioration in resolution and sharpness, and to effectively reduce fluctuations of a border part due to noise. SOLUTION: An extraction key signal generation part 1 defines large/small relation between a center pixel and a threshold by comparison according to the number of peripheral pixels in a signal including the center pixel and peripheral pixels and performs binarization according to the large/small relation to generate a binary key signal based upon the value of the center pixel as a value representing large occupation and an extracted image part 2 extracts part of the image data while synchronizing input image data with the center pixel and carries out the mentioned extracting process for all pixels in sequence.
