PROBLEM TO BE SOLVED: To provide an electrostatic charge remover and its manufacturing method that can effectively remove, without involving insulation destruction, the electrostatic charge generated by flowing liquid themselves and by contact friction between the liquid and electric insulation material, and that is easy to manufacture. SOLUTION: The electrostatic charge remover 10 is used in a state of contacting the flowing liquid on its surface and comprises a first material 11 of which contacting surface is coated with an electric insulating material 112 and at least one more second material 12 which is embedded in the first material 11. The second material 12 has electric conductivity and corrosion resistance, and its top end is exposed at the contacting surface with the liquid and the first material 11, and its base end is grounded.
