Statuses of users are stored and processing policy into which process for request according to another user requesting communication from a user, status of the requested user, and contents of the request are set for each user is prepared. When the above-mentioned request occurs, process for the request is decided according to policy of requestee. If the present invention is used for an information providing device, processing policy into which process for information request according to a user requesting information, status of another user in relation to information, and information to be requested are set for information is prepared. When request for any information occurs, process for the request is decided according to the processing policy of requested information.
