PURPOSE: To provide an input circuit in which a circuit can be reduced and simplified, and which can cope with high speed operation, and to provide a semiconductor device utilizing the input circuit. CONSTITUTION: This circuit has a data shift means 14 for successively shifting inputted serial data, and a selecting means 12 for selecting the stage of the data shift means 14 for inputting serial data corresponding to an address signal.
