PROBLEM TO BE SOLVED: To flexibly deform in the direction (an arrow X) of applying expansion force of a roadway to follow displacement due to thermal expansion and shrinkage of rails, to lessen load on a vibration control bed itself and a sleeper longitudinal beam, and to apply designated elastic force of a rubber-like elastic body in the direction (an arrow Y) intersecting perpendicularly to the advancing direction of a vehicle. SOLUTION: A lower block 10 has a groove parallel to the longitudinal direction (X) of rails of the roadway. An upper block 11 is accommodated in the groove of the lower block 10. The rubber-like elastic body 12 fills a void between the inner wall of the groove of the lower block 10 and the outer wall of the upper block 11.
