PROBLEM TO BE SOLVED: To obtain a picture process of for automatically detecting the moving state of a vehicle and an occurring event from the lighting state of the various kinds of lamps of the vehicle. SOLUTION: The processor is provided with a picture memory to which picture data regulating a prescribed range including the vehicle operated on a road at night, a conversion part 11 for converting picture data from the picture memory to hue information and brightness information, a picture processing part 12 for extracting a lamp based on the information and brightness information obtained by each area and sorting the lamp from the information and brightness information of the extracted lamp, and an event deciding part 13 for discriminating the operating situation of the vehicle based on the operating situation of the sorted lamp. |
