PURPOSE: A communication system is provided to be efficiently matched with an other system by installing a device for processing ATM cells generated from a radio network controller(RNC) in a mobile switching center(MSC) or the RNC based on a non-ATM when the RNC based on an ATM is matched with the MSC based on the non-ATM. CONSTITUTION: The first transmission path(Link A) is set between mobile switching centers(200,201) and radio network controllers(206-211). The second transmission path(Link B) is set between the radio network controllers(206-211) and ATM switches(203,206). The third transmission path(Link C) is set between the ATM switches(203,206) and an ATM switch(204). The second transmission path(Link B) and the third transmission path(Link C) are set through ATM switches(203,205), and the second transmission path(Link B) is connected with a base station manager(BSM). Traffic data for a call service are transmitted through the set first transmission path(Link A), and operation maintenance data for an operation and maintenance of a system are transmitted through the set second transmission path(Link B). Hand-off data for a soft hand-off between the radio network controllers(206-211) or the mobile switching centers(200,201) are transmitted through the set third transmission path(Link C).
