PROBLEM TO BE SOLVED: To reduce increase in the amount of data and to improve reliability in data communication between plural controllers by simple data processing. SOLUTION: In a controller 10 on the side of transmitting, supervisory information 52b to change with the progress of communication is transmitted by being added to transmitting data 52a and in a controller 20 on the side of receiving, it is monitored whether the received supervisory information changes with the progress of communication or not. When the change of this supervisory information is stopped, communication system abnormality is judged and fail-safe control processing is performed.
