PROBLEM TO BE SOLVED: To reduce road noises. SOLUTION: This assembly 1 of a tire and a rim has a tire inner cavity 4 in the surrounding of the rim, formed by mounting the pneumatic tire 2 on the rim 3. A noise damping part 5 having a flexible, circular band base body 6 mounted on the outer circumferential surface of the rim; and rising parts 7 more than one, installed in the band base body 6, rising from the outer circumferential surface of the rim 3 in the tire radial direction by the centrifugal force caused by the rotation of the assembly 1 to block the tire inner cavity 4 is installed. The rising part 7 is formed in the form of a sheet having a base end part 17a continuing to the band base body 6, and contains a slanting rising part 17 in which the base end part 17a is inclined to the width direction line of the band base body 6.
