PROBLEM TO BE SOLVED: To obtain a water treatment device activating water flowing through a pipe such as a water pipe or a water feed pipe, removing and preventing red rust or the like in water, capable of being inexpensively and simply manufactured and capable of being easily attached to the pipe. SOLUTION: A pair of left and right water treatment devices 2 mounted on the outer surface of a water flowing pipe 1 in a freely detachable manner are formed from a synthetic resin and the side parts of the intermediate part 3 of the treatment devices 2 along the longitudinal direction of the pipe 1 are reduced in wall thickness so as to form a hinge 3a and permanent magnets 10, 10, 10, 10 are embedded in the resin of the treatment devices at left and right opposed positions to be integrally molded along with the resin and a pair of left and right fasteners 6 for engaging the water treatment devices are provided to the water treatment devices on the side opposite to the hinge 3a.
