PROBLEM TO BE SOLVED: To provide a printing plate by directly forming an image on a plate material using a rapid ink jet recording method which is free from ink oozing and shows a high image resolution and an easy conversion to a line head configuration and further ensures a stable drive under a low cost operation. SOLUTION: This plate making device has an ink jet image plotter 2 equipped with an ink discharge head which spews insulating ink to a plate material 9, arranged opposite to the plate material 9, an electrostatic field forming means which forms an electrostatic field at the ink discharge head and a light emitting means which emits modulated light to the insulating ink based on an image data signal. In addition, the insulating ink is spewed to the plate material 9 from the ink discharge head to directly form an image on the plate material 9 by emitting the light to the insulating ink by the light emitting means.
