PROBLEM TO BE SOLVED: To provide a water treating device capable of decomposing a material to be treated in water to be treated more effectively than the conventional technique and capable of treating more efficiently various hardly decomposable materials to be treated. SOLUTION: The water treating device for decomposing the material to be treated in the water to be treated by irradiating the water to be treated with ultraviolet ray is provided with an oxidizing agent supply device for supplying an oxidizing agent to the water to be treated, a pressure supply pump for pressurizing the water to be treated, in which the oxidizing agent is mixed, and a pressure type ultraviolet ray irradiation reactor, inside which an ultraviolet lamp protected by an ultraviolet transmission protecting tube and a photocatalyst are provided, for decomposing the material to be treated in the water to be treated by irradiating the pressurized water to be treated with the ultraviolet ray.
