PURPOSE: An armrest rotating device is provided to safely rotate an armrest through a simple structure and less parts without additional devices, so product costs is reduced and working reliance is improved. CONSTITUTION: A rotary can(20), which is fixed on an armrest body(10), has several slits(21) on the circumference part and a hitching projection(23) in one side. A fixing shaft(30), whose one end is fixed on a seat frame, penetrates the rotating can and has a stopper(32), which is projected to be contacted to the hitching projection. A guide ring(40), which is fixed on the one end of the fixing shaft, has a recess portion(42) and a releasing projection(44), which is projected more than the contacting face(41). The recess portion, whose one part forms an incline plane(43), is separated from the rotary can. A coil spring(50), whose one end is fixed on the rotating can and the other end is selectively connected with the slit or the recess portion, is joined between the rotating can and the fixing shaft.
