PROBLEM TO BE SOLVED: To provide a method for spinning/forming a film, in which a spinning solution (spinning dope) or a film-forming solution having excellent production process stability is efficiently selected. SOLUTION: A method for spinning/forming a film by using a polymer solution prepared by dissolving a polymer in a solvent, in which a polymer solution having t/T>=0.2 is selected and used as the polymer solution, wherein, when a diluted solution obtained by diluting an arbitrary polymer solution in a polymer concentration of <=10 wt.% is filtered with a filter having an average pore size of 0.1 to 5μm, an average filtration time from the time of the filtration start to the time of a filtration volume of X cc (10<=X<=100) is t sec/10 cc, and an average filtration time from the time of the filtration start to the time of a filtration volume of Y cc (100<Y<=1,000) is T sec/cc.
