PROBLEM TO BE SOLVED: To mutually accurately position electrodes constituting a developer carrier, a developer quantity regulation member and a developer residual quan tity detection means to reduce a detection error when the quantity of developer is detected according to the change capacitance among the electrodes. SOLUTION: The developer quantity regulation member 9d for regulating the quantity of developer attached to the surface of the developer carrier 9a, the 1st and the 2nd electrodes 81 and 82 arranged by being opposed so as to successively detect the residual quantity of developer and the 3rd electrode 89 for detecting the existence of the residual quantity of developer are fitted to a developing frame 12 to which the carrier 9a is rotatably fitted.
