PROBLEM TO BE SOLVED: To precisely form rack teeth on a rack bar. SOLUTION: A pressing member is forced into a cylindrical member provided on one side of the outer periphery thereof with dies having a rack tooth forming part, and accordingly, a part of the cylindrical member is pressed out toward the rack tooth forming part so as to form rack teeth 12a between the rack forming part and the pressing member, the height L1 of the rack teeth 12a being less than a value which is 1.5 times as large as the thickness L2 of the bottom part of the teeth.
