PROBLEM TO BE SOLVED: To improve washing performance so as to uniformly carry out washing by increasing detergent solubility before a washing process in a washing machine efficiently dissolving detergent in washing. SOLUTION: A washing and spinning basket 2 storing a piece of washing is housed inside an outer tub freely rotationally, and action of a motor 5 and the like driving the drum 2 is controlled by means of a controlling means for controlling the process. A detergent is put inside through a detergent passage part 13 between the basket 2 and the tub 1. By means of the controlling means, a process for turning the washing and dewatering basket 2 is provided before a washing process for dissolving the detergent between the washing and dewatering drum 2 and the tub 1, and if water is contained inside the basket 2 before the operation is started, a time for a detergent dissolving process is prolonged in comparison with that for a washing machine containing no water in the basket 2 before the operation.
