PROBLEM TO BE SOLVED: To provide constitution for substituting the collection of an information providing charge applied to a user of providing information. SOLUTION: A monitoring information storage part 42 stores charge system definition of a charge to be applied to a user of providing information. A user certification server 33 connects a client terminal 12 to be used for a member of an ISP 13 to an Internet 14. A connection monitoring server 41 detects the transmission of providing information stored in a providing information storage part 22 to the terminal 12 by an internal transmission line 43 to be a transmission line between the terminal 12 and the Internet 14.
