PROBLEM TO BE SOLVED: To realize a high error correction capability even in the case of consecutive decoding for convoluted codes transmitted through a plurality of transmission system whose transmission capacity differs from each other. SOLUTION: In the case that an error rate detection unit 105 detects that a state of a transmission channel is deteriorated and the transmission channel is noisy, and a changeover detection unit 106 detects that a transmission system capable of delivering data with a high transmission capacity is changed into that with a small transmission capacity. An initialization unit 107 generates a maximum number of path metrics storable in a path metric memory 104 when the path metric exceeds a threshold in the switching timing, so as to relax the effect of disturbance of the path metric before switching. However, generates zero when the path metric is smaller than the threshold to initialize the path metric as an initial value respectively.
