PURPOSE: An apparatus for showing and telling signal time in a traffic signal lamp and a controlling method thereof are provided to reduce accidents in crossroads by alarming a switching time of the signal lamp to drivers and pedestrian with light and sound. CONSTITUTION: The first luminous device(11) is installed adjacent to a signal lamp for drivers(1) and displays the remaining signal time using the same color of that. The signal lamp for drivers(1) includes green, red, yellow, and direction signal lamp(1a,1b,1c,1d). The second luminous device is installed adjacent to a signal lamp for pedestrians and displays the remaining signal time with a number light using the same color of that. The signal lamp for pedestrian includes green and red signal lamp. A sound generator is installed adjacent to a signal lamp for pedestrian and alarms the remaining signal time as the sound signal.
