SOLUTION: A allowably decreased rotating speedΔNaj for auto accel control is calculated by inputting an engine rotating speed Nr to an auto accel allowably decreased rotating speed computation part 15d of a controller 15, and a corrected rotating speed for auto accel control is found by selecting a minimum value for the corrected rotating speed calculated from operating pilot pressure by computation parts 15b, 15c, so that a target rotating speed for auto accel control is prohibited from being lower than the minimum target rotating speed Namin as preset. A final target rotating speed is determined by selecting the minimum values for the target rotating speed for auto accel control and the target rotating speed for auto idle control, so that both controls are permitted at the same time.
