PROBLEM TO BE SOLVED: To shorten time necessary for refuelling and improve the capacity factor of a reactor by conducting withdrawal and loading of fuel assemblies at once for a plurality of assemblies. SOLUTION: To a refuelling machine exchanging fuel assemblies 20 for a core 26 to horizontally load fuel assemblies constituted by bundling a plurality of fuel rods, a fuel containment vessel 1 is provided for containing once all fuel assemblies 20 or fuel rods intended for loading in the core 26 in the case of loading the fuel assemblies 20 in the core 26 and loading the contained fuel assemblies 20 or the fuel rods at specific loading positions in the core 26, and taking out and containing all fuel assemblies 20 intended for taking out of the core 26 in the case of taking the fuel assemblies 20 out of the core 26.
