PROBLEM TO BE SOLVED: To applutilize snow and all the disused materials capable of being converted to the char coal for fixing the carbon dioxide. SOLUTION: In the system, the carbon dioxide in air is fixed to the snow and the char coal in a storage tank capable of being kept in >=1.5 atm by using catalyst soln.
