PROBLEM TO BE SOLVED: To effectively and practically use a device by constituting a device so that a key in a box can be taken out through an open lid when the ID read within an emergently usable time conforms to a registered ID. SOLUTION: An emergency communication device 7 transmits emergent information A to the emergency communication receiving center 16 and a key preservation device 20 when a switch button 12 is depressed, and the center 16 which have received the information A dispatches a watchman K having an ID tag 6 to an emergency communication device installed home 1. When the watchman K inserts the tag 6 into the device 20 within an emergency usable time, the lock of a lid 4 is released to open the lid 4 to take out a key 3. When the emergency usable time elapses, the lock of the lid 4 can not be released even the watchmen K inserts the tag 6; and when the lid 4 is opened in a time except the emergency usable time, the device 20 transmits a danger signal DG to the device 7 and the center 16, thereby using this device effectively and practically.
