PROBLEM TO BE SOLVED: To obtain a mixture for asphalt pavement which has a low manufacturing cost, 1.3 to 1.5 times the strength of ordinary asphalt pavement and is compounded with ground material of a synthetic resin molding product such as a used pet bottle, etc., and to provide both a method and an apparatus for producing the mixture. SOLUTION: A ground material obtained by mechanically grinding a used thermoplastic resin product 1 is compounded with a heated molten asphalt in a blender 5. The mixture is compounded and ground by a blending and grinding machine 11. The compounded and ground material is returned to the blender. The compounded and ground material compounded with the asphalt is repeatedly compounded and ground by the blending and grinding machine 11. The compounded and ground material is kneaded with an aggregate 31 to give the mixture 32 for asphalt pavement.
